Project end phase evaluation

Project: “Civil society meets RE&EE - trainings, seminars and communication skills to boost RE&EE as a key tool for sustainable development and green growth strategy in Vietnam (E-Enhance)

Introduction:

Green Innovation and Development Centre (GreenID) is a Vietnamese non-profit organization (NPO) established in 2011, working to promote sustainable energy development, wise use of green solutions and inclusive decision processes in Vietnam and the larger Mekong region. GreenID has diverse and close partnership with multi-stakeholders at national and local levels. GreenID is an active member of several NGO networks at national, regional and global levels.

Under the financial support from EUD, GreenID and its partners have carried the project “Civil society meets RE&EE - trainings, seminars and communication skills to boost RE&EE as a key tool for sustainable development and green growth strategy in Vietnam (E-Enhance)” in order to foster RE&EE development in Vietnam through building civil society and local champions for improving energy access and living conditions of Vietnamese citizens.

After 4 years of implementation, the project end-phase evaluation is to assess achievement and effectiveness of the project interventions toward foster RE&EE development in Vietnam through building civil society and local champions for improving energy access and living conditions of Vietnamese citizens.  The evaluation will help GreenID, its international and local partners to identify the successes and challenges, and lessons learnt for development of the project in the future.

Evaluation Objectives:

To assesses project achievements & effectiveness of its interventions toward project objective of foster RE&EE development in Vietnam through building civil society and local champions for improving energy access and living conditions of Vietnamese citizens.  The evaluation will also assess other project quality aspects such as relevance, equity, and sustainability.

Expected outputs:

• Modified project indicators at outcome/specific objectives level in appropriate manner.
• Quantitative report in both English and Vietnamese.
• Final evaluation report in both English and Vietnamese.

Evaluation Method:

The evaluation will use both quantitative and qualitative methods for evaluation.

Scope of work:

The consultant will carry out below works:

• Modify indicators at outcome/specific objectives inappropriate manner to serve for accessing project impact, and send the modified log-frame to GreenID for review and agreement.
• Develop evaluation design, including evaluation questions, data collection methodology, source of information, and send the evaluation design to GreendID for review and agreement 02 weeks before evaluation activities implemented.
• Develop evaluation plan including detail working agenda, interviewees, group discussion, observation etc. in specific locations in project target areas.
• Study of secondary data.
• Travel to project sites.
• Collect and analyze information
• Write evaluation report, and submit the draft report to GreenID 02 weeks after field activities completed.
• Receive feedback and respond to the feedback for finalizing the report.
• Submit final report in both English and Vietnamese 03 weeks after field activities completed.

Requirement of evaluation expert:

• An independent expert with at least 5 years of experience in the field of evaluation and evaluation of development projects and other related projects.
• Having a master's degree or higher degree in accordance with the content of evaluation work such as community development, energy management, environment, development consultancy ...
• Ability to use English fluently (Speaking and writing).
• Ability to write and present reports in both English and Vietnamese.
• Ability to synthesize, analyze independently, objectively and make appropriate, insightful, creative and feasible recommendations in the Vietnamese context.
• Able to complete jobs with a commitment to quality under pressure of time.
• Ability to go on the field in the field required by the job.
• Objectively and honestly in the spirit of constructing and giving suggestions to improve the project implementation efficiency.

Time frame:

The evaluation will be conducted from March to April, 2021 with detailed requirements as follows:

Consultant fee:

• Consultant fee will be negotiated based on consultant’s competency, market competitiveness and in accordance to EU cost norm & GreenID financial regulation.
• All expenses related to travel, accommodation, meals and other cost occurred  during the evaluation will be discussed and included in consultant fee package.
